JOB TITLE:                                    Human Resources Administrator

REPORTS TO:                               County Manager

DEPARTMENT:                            Finance and Administration

JOB SUMMARY:

This is an administrative and technical position responsible for providing a full range of human resources and benefit support activities to the employees of Upson County Government.  This position coordinates recruitment and hiring activities; screening, examination and orientation activities; as well as serves in a liaison capacity for insurance and benefits/employee relations activities.  Additionally, incumbent assists in the creation and revision of human resources-related policies and procedures.     

MAJOR DUTIES:

  • ·         Administers employee health and welfare plans, including: enrollments, terminations and changes; processes required documentation to payroll and insurance providers to ensure accurate record-keeping and proper payroll deductions.

  • ·         Serves as COBRA and unemployment administrator when necessary.

  • ·         Assists County Manager in the negotiation of insurance and benefit renewals; serves as point of contact with agents and vendors.

  • ·         Coordinates and conducts employee orientation for new hires and provides information on benefit plan provisions.

  • ·         Manages open enrollment process including: coordinating employee meetings, arranging distribution of any new or revised materials from vendors, agents or County Manager/Commission.

  • ·         Assists in the communication of all major changes to policies or procedures to the employees.

  • ·         Serves as liaison between employees and benefit providers.

  • ·         Coordinates and ensures the accuracy of monthly reporting and W-2 paperwork.

  • ·         Coordinates and advises employee of the terms, conditions and options relating to enrollment in the county retirement plan.

  • ·         Performs other clerical duties as assigned and as needed. 

MINIMUM QUALIFICATIONS:

 

·         Bachelor’s Degree in Public or Personnel Administration or a related field.

·         Five (5) years of progressive experience in personnel, human resources or insurance/benefits administration.

·         Equivalent combination of education and experience will be considered.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • ·         Knowledge of and interest in continuing education/training related to the specialized principles and practices of public personnel administration.

  • ·         Knowledge and interest in continuing education/training related to local, state and federal legislation affecting personnel management.

  • ·         Knowledge of employee classification, compensation and benefits.

  • ·         Skill in planning, directing and administering human resources programs and systems.

  • ·         Skill in communicating both orally and in written form.

  • ·         Skill in researching complex issues and recommending actions to be taken.

  • ·         Ability to maintain confidentiality and exercise considerable professional judgment in information handling, privacy or records and conflict resolution.

  • ·         Ability to read, analyze and interpret complex and possibly sensitive documents.

  • ·         Ability to deal fairly and professionally with Elected Officials, employees, citizens and vendors. 

  • ·         Ability to use office equipment including: computers, photo copiers, telephones and fax machines.
